PURPOSE:                                        The bill creates a new annual waiver for a county board that, with the support of a majority of participating families, wishes to offer a four-day early childhood education program and to use the fifth weekday for staff work. It also makes technical changes.

 

COMMITTEE SUBSTITUTE:      The committee substitute creates no new waiver. In lieu of a waiver, it reduces the required number of instructional days per week from five to four and imposes minimum instructional hours per week and minimum instructional days per year. It makes additional technical changes.
